Sadly, this isn't the first time Scott shows his lack of wider knowledge of gaming outside of Valve games with these sorts of comments. Cosmetic mods were VERY MUCH a thing when he started, his focus just wasn't on those games. Neverwinter Nights, Quake, Unreal Tournament, Warcraft, Morrowind et al all had thousands of cosmetic and "smaller", non-total-conversion-style mods between them. Just because they weren't hosted on ModDB doesn't mean they didn't exist and weren't a massive part of modding!
